A Management Model on Internal Quality Assurance for Educational Quality Development in Accordance with the School Context Under Primary Educational Service Area Office Region No.17

This study aimed to develop a management model on internal quality assurance for educational quality development in accordance with the school context under Primary Educational Service Area Office Region No. 17. The study consisted of 3 phases: Phase 1 was to investigate the present state and need of internal quality assurance of educational quality development in accordance with the school context under Primary Education Service Area Office Region No. 17. The information was obtained by conducting a questionnaire survey from a sample of 313 individuals consisting of basic education administrators, and interviewing 12 experts on internal quality assurance. Phase 2 was to create a management model of internal quality assurance of educational quality development in accordance with the school context under Primary Educational Service Area Office Region No.17 and to verify a quality of the model by 5 experts who have experiences with internal quality assurance. Phase 3 was to evaluate the suitability and possibility of the proposed model by 313 basic education administrators. Mean, Standard Deviation, and Priority Needs Index (PNImodified ) were used for analyzing quantitative data and content analysis was used for qualitative data.
Findings revealed that 1) The present states of internal quality assurance for the educational quality development was done at a high level, but their need was at the highest level. 2) The management model of internal quality assurance system of educational quality development in accordance with the school context under Primary Educational Service Area Office Region No. 17 comprises 8 main aspects; (1) Setting educational standard of school, (2) Creating developed year plan of school toward quality standard of a school, (3) Setting administration and technology systems, (4) Acting of developed year plan, (5) Monitoring educational quality standard, (6) Assessment internal quality assessment of school, (7) Reporting the annual assessment internal quality standard, (8) Developing the continued educational quality under POSDS administration’s concept which is driven these factors. 3) The overall suitability and feasibility of applying the management model of internal quality assurance system of educational quality development in accordance with the school context under Primary Education Service Area Office Region No. 17 was rated at the highest level.
