Professional Learning Community Development for Active Learning Management of Teachers under Bangkok Metropolitan Administration

This research aimed to develop a professional learning community for proactive learning management of teachers under Bangkok Metropolitan Administration. The research was carried out in 3 steps, as follows: Step 1: Studying guidelines for developing professional learning community for proactive learning management of teachers under Bangkok by using a questionnaire with 297 samples and interviewing 9 experts; Step 2: Developing a professional learning community for proactive learning management for teachers under Bangkok and checking a quality of the pattern sketch by 5 experts; And step 3: Evaluating an effectiveness of the developed professional learning community for proactive learning management for teachers under Bangkok Metropolitan Administration using an assessment form with a sample of 297 people. The statistics used in the quantitative data analysis were mean and standard deviation, and the qualitative data used content analysis.
The research results revealed that: 1) A condition of professional learning community teachers under Bangkok Metropolitan Administration was at a high level of compliance with the principles of management. 2) The developed professional learning community for proactive learning management for teachers in Bangkok consists of 7 main components: (1) sharing values and norms, (2) setting common goals for student learning, (3) collaboration, (4) expert guidance or advice, 5) conversation to reflect results, and (6) support conditions, and (7) Professional Learning and Development. 3) The feasibility, usefulness, correctness and suitability of the developed professional learning community for proactive learning of the teachers are at the highest level.
