บทคัดย่อ
บทความชิ้นนี้มุ่งศึกษากระบวนการตัดสินใจของ จอมพล ป. พิบูลสงครามในกรณีที่ญี่ปุ่นบุกเข้าประเทศไทย พ.ศ. 2484 ในการศึกษาครั้งนี้ ผู้ศึกษาเลือกทฤษฎีการตัดสินใจของAlexander George มาเป็นกรอบในการวิเคราะห์ เพื่อทำความเข้าใจเกี่ยวกับการตัดสินใจของจอมพล ป. พิบูลสงครามในสถานการณ์ดังกล่าวที่ว่า ทำไมเขาถึงยินยอมอนุญาตให้กองทัพญี่ปุ่นสามารถใช้ไทยเป็นฐานเพื่อรุกรานอาณานิคมของอังกฤษ และทำไมเขาถึงเขาถึงกล้าประกาศสงครามต่ออังกฤษและอเมริกา
ผลการศึกษาพบว่า จอมพล ป.พิบูลสงคราม ในฐานะที่เป็นผู้ตัดสินใจสุดท้ายต่อเหตุการณ์ในกรณีนี้ เขาได้คิดคำนวณเรียบร้อยแล้วว่าประเทศไทยจะได้รับประโยชน์มากที่สุดถ้าได้เข้าร่วมเป็นพันธมิตรกับญี่ปุ่น อย่างไรก็ตาม การตัดสินใจดังกล่าวไม่ใช่การตัดสินใจแบบฉับพลันอันเกิดมาจากสถานการณ์บีบบังคับ แต่การตัดสินใจดังกล่าวของจอมพล ป. พิบูลสงครามเป็นการคิดแบบไตร่ตรองและคำนวณมาล่วงหน้าเป็นอย่างดีแล้ว สำหรับปัจจัยที่เป็นพื้นฐานในการตัดสินใจของจอมพล ป. พิบูลสงคราม ในกรณีนี้ก็ได้แก่ 1) การรับรู้หรือทัศนคติของตัวผู้ตัดสินเองที่เขาค่อนข้างจะมองญี่ปุ่นว่าเป็นมิตร ซึ่งการรับรู้ดังกล่าวนี้ได้ก่อตัวมาจากความสัมพันธ์ที่ดีตั้งแต่การเปลี่ยนแปลงการปกครองเรื่อยมาจนกระทั่งเกิดสงครามไทยอินโดจีน 2) ความเชื่อพื้นฐานของ จอมพล ป.พิบูลสงครามเอง ที่มีแนวโน้มเอนเอียงว่าในท้ายที่สุดฝ่ายอักษะจะมีชัยในสงคราม (3) จอมพล ป. พิบูลสงครามได้รับการเสริมแรงสร้างความมั่นใจจากบรรดาที่ปรึกษาคนสนิทซึ่งบุคคลส่วนมากเหล่านี้ต่างๆมีแนวโน้มที่จะสนับสนุนญี่ปุ่น โดยเฉพาะหลวงวิจิตรวาทการ
