บทคัดย่อ

ปัญหามลพิษหมอกควันข้ามพรมแดนในอาเซียนซึ่งมีที่มาจากประเทศอินโดนีเซีย เป็นประเด็นระหว่างประเทศที่ต้องใช้ความร่วมมือและความพยายามในการแก้ไขปัญหามาตั้งแต่ทศวรรษที่ 1990 มาจนถึงปัจจุบัน บทความวิชาการชิ้นนี้มุ่งอธิบายความสำคัญ ผลกระทบ และสาเหตุของปัญหามลพิษหมอกควันข้ามพรมแดนในอินโดนีเซีย การแสวงหาแนวทางความร่วมมือที่ยังคงมีข้อจำกัดในการแก้ไขปัญหาอย่างมีประสิทธิภาพภายใต้กรอบอาเซียน รวมทั้งความพยายามและความท้าทายของอินโดนีเซียที่เกิดขึ้นในการแก้ไขปัญหามลพิษหมอกควันข้ามพรมแดน จากการศึกษาพบว่า นโยบายแผนที่เดียวของอินโดนีเซีย เป็นเครื่องมือสำคัญที่รัฐบาลอินโดนีเซียได้พัฒนาขึ้นเพื่อใช้ในการจัดการกับกลุ่มผู้กระทำผิดที่ใช้ไฟเพื่อถางพื้นที่ด้วยวัตถุประสงค์ที่หลากหลาย แผนที่เดียวจึงเป็นเครื่องมือสำคัญที่จะช่วยให้เกิดการบังคับใช้กฎหมายการห้ามใช้ไฟเผาภายในประเทศ และความก้าวหน้าของการจัดทำแผนที่เดียวจะมีนัยสำคัญต่อการเฝ้าระวัง ป้องกัน และควบคุมไฟป่า ซึ่งเป็นสาเหตุของปัญหามลพิษหมอกควันข้ามพรมแดนในภูมิภาคได้อย่างมีประสิทธิภาพต่อไป
