Abstract

Research on the model of new dual vocational education management system development trend for Industrial Trades’ Area of Study of the Office of Vocational Education Commission was mixed methodology by adapting of World Bank’s the System Approach for Better Education Results : SABER: The research objectives were 1) to study the conditions and the need to develop the dual vocational education management system for Industrial Trades’ Area of Study of the Office of the Vocational Education Commission by comparing the current and desired conditions of the dual vocational education management system for Industrial Trades’ Area of Study of the Office of the Vocational Education Commission 2) to establish and to evaluate a new dual vocational education management system for Industrial Trades’ Area of Study of the Office of the Vocational Education Commission.


         The research findings were as follow`:


         The needs assessment of the dual vocational education management system for Industrial Trades’ Area of Study under the Office of the Vocational Education Commission was found that in the aspect of educational quality, the usage of information technology system and digital revealed a difference between the importance and the degree of success at the highest level. The average of importance is at the lowest level. The average of degree of success was at the highest level. The PNI Modified is at 2.60. As for the aspect of resources mobilization, the education management information technology system show a difference between the importance and the degree of success at the highest level. The average of importance is at the lowest level. The average of degree of success was at the highest level. The PNI Modified is at 2.49.  


                   The results of creating and evaluating a model of the dual vocational education management system for Industrial Trades’ Area of Study under the Office of the Vocational Education Commission, was found that the dual vocational education management system for Industrial Trades’ Area of Study under the Office of the Vocational Education Commission was consisted of 2 main elements. The first main element was quality of educational management, which was consisted of  4 minor elements: (1) the quality of learners and graduates (2) the administrators, teachers and educational personnel (3) information and digital technology, and (4) organizational stability The second main element was resource mobilization. There were 4 minor elements: (1) the budget allocation / funding of education, (2) role and responsibility of the colleges (3) education management information technology system and (4) stakeholders of vocational education management.  In addition, the results of the implementation of the model in the academic year 2018-2019 in 50 sample colleges was found that the results of the satisfaction assessment of the stakeholders was at the highest level. In the academic year 2018, there was an average of 4.65 and the academic year 2019 with an average of 4.73. Besides, it was found that the results of passing the vocational professional standard test of the final year students in the academic year 2018 was equal to 97.20 percent. the vocational professional standard test of the final year students in the academic year 2019 was equal to 98.59 percent. For the assessment of the model of new dual vocational education system development for Industrial Trades’s Area of Study under the Office of the Vocational Education Commission by 9 experts in 4 areas were as follows: 1) the suitability was at the highest level. 2) the possibility was at the highest level. 3) the accuracy and completeness was at the highest level. and 4) usefulness was at the highest level.
