The research objectives are as follows:
1) to study the personnel Participation in the implementation of the Agricultural and Cooperative Development Plan Mueang District Ranong Province, 2) To study the problem of personnel participation in the implementation according to the Agricultural and Cooperative Development Plan in Mueang District, Ranong Province, and 3) to find The approach of personnel participation in the implementation according to the Agricultural and Cooperatives Development Plan in Mueang District, Ranong Province.
This research is qualitative research There were 17 keyin-formants based on in-depth interviews. The results of the research were as follows : 1) In decision making, personnel participate in the planning and decision-making process either in team meetings or as a committee/working group in order to bring the conclusions into consideration in the preparation of the Agricultural and Cooperatives Development Plan. The problem encountered was that the operators were unable to make decisions on their own in certain matters due to legal implications, unclear policy, and operational guidelines. The solution found was to allow personnel to participate in expressing opinions and making decisions in order to exchange information and reflect information in order to summarize issues for decision-making in operations. 2) In the operational aspect, the Ministry of Agriculture and Cooperatives will deliver policies to department-level departments by delivering orders, regulations and operational procedures to provincial-level agencies. Problems encountered were insufficient personnel and operational staff, and having a disruption in the rules and procedures of the program/project. The project received does not correspond to the area of operation. The solution found is that it should start from the conversion of policies into guidelines or come out in the form of plans or projects, as the case may be. The agency accepts the project plan guidelines. 3) In the benefit, operators are informed of the implementation according to the Agricultural and Cooperatives Development Plan and guidelines. The problem encountered was that the personnel responsible for the plans/projects of each unit were switched/transferred, resulting in a lack of continuity in operations. The solution found was to open up opportunities and encourage the integration of local personnel and agriculture for access to information, news, and duties. 4) In the evaluation aspect, there was a period of time for the follow-up evaluation. The staff went to the storage area to collect the information of the targeted groups that have gone down to see how much the target audience has benefited. The problem was that the time limit was not sufficient for the evaluation. The solution found was that there should be an appropriate time period for collecting data for evaluation to allow staff flexibility in action.
