THE IMPLEMENTATION OF DISABILITIES INCLUSIVE EDUCATION POLICY

The objectives of this research were: (1) to study the condition of the implementation of the collective education management policy of the disabled children in the Office of the Basic Education Commission; (2) to study the condition of problems in the implementation of the collective education management policy of the disabled children in the Office of the Basic Education Commission; (3) to study the conditions for success in implementing of the collective education management policy of the disabled children in the Office of the Basic Education Commission, and (4) to recommendations for the policy of improving the overall education management of children with disabilities that are appropriate and consistent with the goal of equal and fair learning management. Using a qualitative study method from in-depth interviews with those involved in the policy transformation process from the center to the educational service area and the academy, totaling 28 people, using the case of educational institutions organized in Suphan Buri Province as an analysis unit. Conduct content analysis and check the triangular data.
Findings are as follows: (1) the condition of the implementation of the collective education management policy of the disabled children in the Office of the Basic Education Commission; is top to bottom which is divided into 2 forms according to the organizational relationship as follows: (1.1) Policy conversion from the Office of the Basic Education Commission to the educational service area and (1.2) the conversion of plans from the Educational Service Area Office to activities/projects of the academy; (2) the condition of problems in the implementation of the collective education management policy of the disabled children in the Office of the Basic Education Commission are: (2.1) budget problems; (2.2) problems in creating databases for children with disabilities; (2.3) personnel problems; and (2.4) problems with media equipment and and friendly design (3) the conditions for success in implementing of the collective education management policy of the disabled children in the Office of the Basic Education Commission are; (3.1) the attitude of the person involved; (3.2) motivating; and (3.3) building cooperation with various network partners; and (4) recommendations for the policy of improving the overall education management of children with disabilities that are appropriate and consistent with the goal of equal and fair learning management are; (4.1) recommendations on management as a base for inclusive education; (4.2) enhancement of appropriate competence for inclusive education institutions; and (4.3) development of organizations and creative inclusive learning management.
