Guidelines for Bureaucratic Administration’s System 4.0 of the Office of the Secretary of the Army

Abstract

        This study aims to (1) study bureaucratic administration under the bureaucratic system 4.0, and (2) find guidelines for bureaucratic administration’s system 4.0 of the Office of the Secretary of the Army. The study used qualitative research in which the data were collected from an interview with a group of 17 purposive key-informants (5 from those who have experience, knowledge, and understanding of the administration of the government system, and 12 from those who are directly involved in the operation. After data analysis, the results of the study were as follows.

         Collaboration between the government agencies and other related sectors requires good teamwork to achieve common goals.  Support for resources is needed to bring about innovative ideas that would lead to the creation of new products and the additional values of the existing materials. Such innovation reflects the organization’s adjustment into digital transformation. It echoes the organization’s development which began with the combined utilization of the cloud computing system, smart phone, and collaboration tools.   This also makes possible not only real-time communication regardless of people’s locations, but also data usage and data analysis.
