Abstract

การให้แสงสว่างทางสถาปัตยกรรมก่อให้เกิดสิ่งสำคัญและประโยชน์ทางสถาปัตยกรรมในการออกแบบหรือติดตั้งแสง สว่าง การให้แสงสว่างทางสถาปัตยกรรมไม่เพียงแค่สร้างคุณค่าทางสถาปัตยกรรมจากการใช้งานแสงประดิษฐ์เท่านั้น หากแต่ ยังให้ความสะดวก การคำนึงถึงสุขภาพและความปลอดภัยที่จำเป็นต่อผู้ใช้ประโยชน์จากแสงสว่างทางสถาปัตยกรรมด้วย แสง สว่างที่เพียงพอต่อการใช้งานและความสว่างที่ได้มาตรฐานสำหรับการทำงานและการปฏิบัติงานทางสถาปัตยกรรมย่อมเป็นสิ่งที่ สำคัญสำหรับการออกแบบทั้งภายในและภายนอกอาคาร ด้วยเหตุนี้ พัฒนาการการให้แสงสว่างทางสถาปัตยกรรมสมัยใหม่ใน ทศวรรษที่ผ่านมาจึงสร้างโอกาสให้การปฏิบัติงานทางสถาปัตยกรรมหลายประการสำหรับการสร้างสรรค์แสงสว่างทาง สถาปัตยกรรมทั้งภายในและภายนอกอาคาร อย่างไรก็ดี แสงสว่างที่มากเกินปริมาณที่เหมาะสมต่อการใช้งานหรือแสงสว่างที่มี ทิศทางรุกล้ำไปยังพื้นที่ที่ไม่ต้องการแสงสว่างอันเกิดจากการติดตั้งหรือการออกแบบหลอดไฟฟ้าหรือโคมไฟส่องสว่างที่ไม่ เหมาะสมหรือไม่เป็นมิตรต่อสิ่งแวดล้อมย่อมนำไปสู่ปัญหามลภาวะทางแสงกับผลกระทบต่อความเป็นอยู่ของมนุษย์ได้ ทั้งนี้ หลายประเทศและหลายท้องถิ่นได้กำหนดมาตรการทางกฎหมายเฉพาะในการควบคุมมลภาวะทางแสงจากการออกแบบและ ติดตั้งแสงสว่างที่ไม่เหมาะสม ดังนั้น บทความฉบับนี้จึงประสงค์จะบรรยายเกี่ยวกับหลักการทางสถาปัตยกรรมกับหลักการทาง กฎหมายที่เกี่ยวข้องกับการควบคุมมลภาวะทางแสงทางสถาปัตยกรรม บทความฉบับนี้ยังมุ่งวิเคราะห์ความสัมพันธ์ระหว่างการ ให้แสงสว่างทางสถาปัตยกรรม ปัญหามลภาวะทางแสงและกฎหมาย

Architectural Lighting, Light Pollution & Law

Architectural lighting makes a significant and substantial contribution to the architectural benefits of lighting design and fixtures. It not only enriches ecstatic architectural experience in usage of artificial light, but it also provides necessary comfort, health and safety. Adequate illumination or illuminance uniformity for architectural tasks and practices is also important on both exterior and interior architectural design. Therefore, many modern architectural lighting developments over last decade have created opportunities for approaches to ways of creating exterior and interior lighting design. However, excessive or obtrusive lighting created by inappropriate or non–environmentally friendly light design and installment leads to light pollution problems and adverse human being effects. Many national and municipal jurisdictions have adopted specific legislation designed to limit light pollution from inappropriate lighting design and fixtures. So, this article reviews many architectural aspects and regulatory regimes regarding architectural light pollution control. This article critically analyse the recent relations between architectural lighting, light pollution problem and legal framework.
