บทความนี้ต้องการศึกษาความสัมพันธ์ระหว่างภาคประชาสังคมและรัฐในความขัดแย้งที่เกาะมินดาเนาทางตอนใต้ของฟิลิปปินส์ที่เน้นเฉพาะความขัดแย้งระหว่างรัฐบาลและขบวนการปลอดปล่อยอิสลามโมโรหรือ MILF นับตั้งปลายทศวรรษที่ 1990 จนถึงการบริหารงานของประธานาธิบดีเบนิกโน อากีโนที่3 อาจกล่าวได้ว่า ส่วนสำคัญของความสำเร็จในการเจรจาสันติภาพระหว่างรัฐบาลและขบวนการปลดปล่อยอิสลามโมโร มาจากการทำงานของภาคประชาสังคมที่ต้องอาศัยการริเริ่มและแรงผลักดันในการมีส่วนร่วมทางการเมืองในทุกๆรัฐบาล บทบาทสำคัญขององค์กรภาคประชาสังคมที่หลากหลายในพื้นที่ความขัดแย้งของบังซาโมโร คือ การพยายามเป็นตัวต่อเชื่อมในการส่งเสริมและสร้างสันติภาพทั้งจากผู้คนในระดับรากหญ้าและผู้กำหนดนโยบายท่ามกลางความไม่แน่นอนของสถานการณ์ความขัดแย้งและในความสัมพันธ์ของรัฐและภาคประชาสังคมที่มีความซับซ้อนแต่ค่อนข้างยืดหยุ่นโดยเฉพาะอย่างยิ่งการเข้าไปสนับสนุนการก่อให้เกิดกระบวนการเจรจาสันติภาพทั้งทางตรงและทางอ้อม งานศึกษาชิ้นนี้ใช้วิธีเน้นการค้นคว้าเอกสารเป็นหลักเพื่อทำความเข้าใจถึงบทบาทของประชาสังคมในฐานะที่เป็นหุ้นส่วนในการสร้างสันติภาพและความสัมพันธ์ระหว่างรัฐกับประชาสังคมในความขัดแย้งซึ่งต้องอาศัยการเข้าใจมุมมองจากจุดยืนของรัฐและภาคประชาสังคม ความหลากหลายของความสัมพันธ์ โอกาสและข้อจำกัดในการทำงานท่ามกลางสถานการณ์ความขัดแย้ง
