Legal Measures Concerning First Aid to Public Vehicle Users

Abstract

The objectives of this study were fourfold: 1) to investigate the background and importance of legal problems for first aid in public transport, 2) to ascertain legal measures pertaining to the first aid practices of public vehicle drivers, 3) to study the legal measures on first aid in Thailand and abroad, namely the Republic of Turkey and Republic of Singapore, 4) to bring the information and analysis of the above three parts Let's analyze together in a comparative way. by analyzing the differences in legal measures for learning and practicing basic first aid methods and 5) to offer recommendations for the revision or change of the legal measures regarding the first aid practices of public vehicle drivers.

            The study was qualitative or documentary in nature. The required data were collected from books, textbooks, documents, academic articles, research articles, and electronic sources, legal precedents and regulations relevant to public vehicles.

            The results of the data analysis were specified below. In Republic of Turkey and Republic of Singapore a certain magnitude of first aid tools are required to be available in public vehicles; moreover, there are some additional legal measures. For instance, in the case of Republic of Turkey any public vehicles have no first aid tools will be penalized. In the case of Republic of Singapore first aid tools are required to be available in such a way that they are adequate for the passengers’ needs. In addition, in Turkey all public vehicle drivers must have received training on first aid knowledge before they can obtain driving licenses. In the case of Thailand, public vehicles are not required by law to have first aid tools in public vehicles except that some training on first aid knowledge is given to all public vehicle drivers. Based on the results of the study, the researcher has made the following recommendations: 1) the public vehicle drivers wishing to obtain driving licenses must have received training on first aid practices-both in theory and practice. 2) Every time the public vehicle drivers want to have their driving licenses renewed, they should, one more time, receive training on first aid-both in theory and practice in order to prevent their forgetfulness and to update their knowledge of first aid. 3) The Public Department of Land Transport should issue an official notification on the availability of first aid tools on public vehicles B.E. …. for the purpose of forcing all public vehicles to have first aid tools that are perfectly adequate for passengers’ needs.
