จากวัฒนธรรมการตรวจสอบสู่การประเมินเพื่อการพัฒนา : บทสะท้อนการใช้มานุษยวิทยาเพื่อการประเมินผล

บทความชิ้นนี้มีวัตถุประสงค์เพื่อสะท้อนความคิดเกี่ยวกับการนำวิธีการของนักมานุษยวิทยามาประยุกต์ใช้ในสนามของการประเมินผล โดยให้น้ำหนักไปที่การเปรียบเทียบข้อแตกต่างระหว่างวัฒนธรรมตรวจสอบที่เป็นรากของการประเมินผลกับวิธีวิทยาทางมานุษยวิทยาที่เน้นการทำความเข้าใจปรากฏการณ์และบริบท ผู้วิจัยใช้บทเรียนการทำงานจากการประเมินผลหน่วยจัดการด้านเด็กและเยาวชน ซึ่งเป็นนวัตกรรมเชิงระบบ ที่ออกแบบมาให้สนับสนุนงานเด็กในพื้นที่ที่ตนเองรับผิดชอบมาเป็นข้อมูลในการสะท้อนความคิด ผลการวิเคราะห์พบว่า วัฒนธรรมการตรวจสอบสร้างภาระจากการให้ความสำคัญกับผลลัพธ์เชิงปริมาณที่มากเกินไป ส่งผลให้เกิดการลดทอนคนทำงานให้เป็นแบบเดียวกันหมด ทำให้ละเลยความเชี่ยวชาญเฉพาะทางและต้นทุนที่แตกต่างกันของผู้ถูกประเมิน ขณะที่มานุษยวิทยา ช่วยให้เห็นความแตกต่างของบริบททั้งต้นทุนโดยเฉพาะทุนทางวัฒนธรรม กระบวนการทำงาน และผลลัพธ์ การนำมานุษยวิทยามาปรับใช้เพื่อในการประเมินจึงเป็นทางเลือกที่สอดคล้องกับวิธีคิดเรื่องการประเมินผลเพื่อการพัฒนา
