Evaluation of Implementation Outcomes of the Livestock Farming Promotion Project in the Southern Border Provinces of the Narathiwat Food Processing Group

The purpose of this research was to evaluate the implementation outcomes of the livestock farming promotion project in the southern border provinces of the Narathiwat food processing group. The target group of the research were 34 farmers either working for or associating with the Narathiwat food processing group. Using the CIPP model to evaluate the implementation outcomes of the project, researcher gathered data from interviews and observations as well as evaluation forms. The qualitative method was employed for content analysis; meanwhile, Mu and Sigma (s) were used to analyze the level of success of the project implementation. The results indicated as follows. The Narathiwat food processing group was established by seven social innovators with the aim of using innovation to develop processed products from milk and meat in order to offer a wide range of products and respond to customer demand. Regarding the product development following the national policy on science, technology and innovation (STI) in 2021, the Narathiwat food processing group developed five processed food products including Kale Goatie Bake Cookie, Goatie Bake Brownies, Strew Beef in Brine, Beef Massamon Curry and Stewed Beef in Mushroom Soup. The input factors are manpower readiness, service providers, project coordinators. product development model and the availability of materials and equipment. The contextual are analysis of needs and necessities and objectives of the project. Process aspect, namely the survey of community needs, target audience selection, communication, service and follow-up. The results received include satisfaction with the project. In the whole picture, the implementation outcomes of the project of the Narathiwat food processing group were at good levels. When considering the individual aspects, the implementation outcomes of the project were at excellent, good and moderate levels. Sorting scores from the highest to lowest, the outcome in the product aspect was at excellent level; the outcome in the input aspect was at excellent level; the outcome in the context aspect was at good level; and the outcome in the process aspect was at moderate level. In addition, the results can be provided the recommendations on the utilization of research results about the communication of project details with related parties and policy recommendations for the development of the operations of the Narathiwat food processing group under the livestock farming promotion project in the southern border provinces to be more efficient and effective.
