การจัดสรรงบประมาณรายจ่ายมิติพื้นที่และข้อสังเกตต่อการกระจุกตัวและความเหลื่อมล้ำรายจังหวัด

บทความนี้นำเสนอเรื่องการจัดสรรงบประมาณรายจ่ายตามพื้นที่ของประเทศไทยในช่วง พ.ศ. 2559-2561 และเน้นการจัดสรรงบประมาณรายจังหวัดโดยใช้เศรษฐศาสตร์สถาบันเป็นกรอบวิเคราะห์ วัตถุประสงค์เพื่อการเปรียบเทียบระหว่างพื้นที่ ซึ่งการจัดสรรงบประมาณสามารถอธิบายได้ด้วยทฤษฎีต่างๆ เช่น 1) ปัจจัยเชิงสถาบัน 2) อำนาจต่อรองของหน่วยงาน 3) งบประมาณตอบสนองการเติบโต 4) นโยบายที่ตอบสนองต่อปัญหาเฉพาะ และ 5) นโยบายเพื่อความเสมอภาค วิธีการศีกษาใช้การคำนวณด้วยค่าสัมประสิทธิ์จินี วัดค่าความเหลื่อมล้ำซึ่งแสดงด้วยงบประมาณรายจ่ายต่อหัว จากนั้นจังหวัดต่าง ๆ จะถูกจัดเป็นกลุ่มตามงบประมาณรายจ่ายต่อหัว ผลการศึกษาพบว่า การจัดสรรงบประมาณมีแนวโน้มที่จะกระจุกตัวในจังหวัดภาคกลางและกระจายไม่เท่ากันทั่วภูมิภาค บทความนี้มีข้อจำกัดบางประการเนื่องจากการศึกษาค่อนข้างสั้นและควรศึกษาเพิ่มเติมด้วยการรวมข้อมูลจนถึงปีปัจจุบัน (พ.ศ.2562 ถึงปัจจุบัน)
