The Ethics Development Model for Recruiting Officers in the Provincial Administration Offices under Second Army Area

Abstract
The research aimed to develop the ethics model for recruiting officers in the provincial administration offices under Second Army area of Thailand.
A sample was 308 recruiting officers in the provincial administration offices
under Second Army area as selected by multi-stage random sampling.
The research instruments were questionnaire focus groups and in-depth
interview. Data collected were analyzed by means, percentage, standard deviation, and content analysis. The research findings were as follows: The developed model comprised 4 elements. 1) The principle is practical approach to 4 ethics of recruiting officers comprise of operational efficiency, honesty, to behave in a moral and responsibility. 2)The objectives is to develop ethics of recruiting officers in the provincial administration offices under Second Army area. 3) The operation is to use the Buddhist religion, which includes virtues that protect the world (Hiri-Ottapa), right livelihood, detached (Santosa), self-control, human being control, working-control and good governance.4)The success conditions involved awareness of the problem and the importance of ethics development, willing to sacrifice personal time to attend the training, department support the budget and the time in training and bringing knowledge from the training into practice. The implementation created in the training resulted the participants’ knowledge increase. The Ethics Development after training 3 months resulted in an increase. The model yielded the suitability at the highest level and the possibility at a highest level.
