Environment and Health Impact Assessment by Enhancement and Conservation of National Environmental Quality Act (version 2) B.E. 2561

Abstract

The definition of Enhancement and Conservation of National Environmental Quality Act (version 2) B.E. 2561 was only environment impact assessment. In section 4, the preparation of environmental impact and health assessment report, It does not specify that public participate in environmental and health impact assessments prior to implementation in government projects. It should have provisions include public participation in environmental impact assessment and health assessment prior to the implementation of a government project or activity, or where the state will allow any person to act in order to be more explicit. In environmental impact and health assessment should give the public participate at all stages. For the rules, procedures and procedures of the Ministry of Natural Resources and Environment, It is a very short period as to be restrictions on rights and liberties of the people. It should extend duration for project document disclosure, draft proposal and presentation of guidelines for environmental and health impact assessment in preparation of EIA report. Including, the projects should be identify classifies in environmental and health impact assessments so that people can participate in all projects effectively.
