A Program to Enhance Technological Leadership of School Administrators under Khon Kaen Elementary Education Service Area Office 3

Abstract

The purposes of this research were; 1) to study the current conditions, desirable condition and the need assessment of  a technological leadership of school administrators under Khon Kaen elementary education service area office 3, 2) to create and verify the suitability and possibility of a program to enhance technological leadership of school administrators under Khon Kaen elementary education service area office 3, and 3) to assess the suitability and feasibility of a program to enhance technological leadership of school administrators under Khon Kaen elementary education service area office 3. The research methodology consisted of three phases. The first phase consisted of two steps. The first step was to study the current conditions, desirable condition and the need assessment of a program. The data was collected by 121 school administrators and the research instrument is questionnaire. The second step was to study technological leadership development. The sample group was three school administrators specializing in technology. The second phase was to create and verify the suitability and possibility of a program. The sample group was seven experts. The research instruments were; 1) draft of a program, 2) focus group discussion form, and 3) the suitability and possibility assessment form. The third phase was to assess the suitability and feasibility of a program. The sample group was nine school administrators and nine head of academic department. The research instruments were; 1) a program, and 2) the suitability and feasibility assessment form. The statistical devices were as the mean (𝑥̅ ), standard deviation (S.D.), and Priority Needs Index (PNI_modified).

The results were as follows;

          1.The results of the current conditions, desirable condition and the need assessment of a technological leadership of school administrators under Khon kaen elementary education service area office 3 were conducted. The current conditions of a technological leadership of school administrators under Khon kaen elementary education service area office 3 was generally considered to be at a high level ( 𝑥̅= 4.46). The desirable condition was generally considered to be at a high level ( 𝑥̅= 4.93). The overall need assessment were technology for learning management (PNI_modified = 0.123), testing and assessment (PNI_modified = 0.120), technology for learning management (PNI_modified = 0.100), visionary leadership (PNI_modified = 0.091), and responsible and ethical use of technology (PNI_modified = 0.076) respectively.      

          2.The result of creating a program to enhance technological leadership of school administrators under Khon Kaen elementary education service area office 3 consisted of 1) principles, 2) objectives, 3) content, consisted of 5 modules; 1) visionary leadership, 2) technology for educational administration in digital era, 3) technology for learning management to improve students’performance, 4) technology for testing and assessment, and 5) Responsible and ethical use of technology 4) Development Methods, and 5) Evaluation. The results of the suitability and possibility of a program was the program's suitability was at a high level means (𝑥̅= 4.31), and the program’s possibility was at the high level means (𝑥̅= 4.33)

          3.The result of the suitability and feasibility of a program was conducted by 18 participants, including school administrators and the head of academic department, including those from Quality Development Center No.10 in Dondoo-Nong Phai Lom, indicate that the program was at the high level of both the suitability means (𝑥̅= 4.12) and feasibility means (𝑥̅= 4.40)
