Abstract
Urban is the significance area for the state since the origins of social contracts into the government. Presently, the government is the mainly actor in the process of urban administration; the agenda setting, planning, and solving the problems in urban area. This academic article discusses about urban meaning and urban administration. There are two mainstreams of the urban administration policies: urban development policy and urban conservation policy. These two concepts of urban administration lead to the different implementation and the impact to urban citizen.
