Participatory Management Model of the World Heritage Site to Promote Tourism in the Historic City of Phra Nakhon Si Ayutthaya and Satellite Cities Sustainably

Abstract

               This research aims to study a participatory management model of the World Heritage Site to promote tourism in the historical city of Phra Nakhon Si Ayutthaya and Satellite Cities Sustainably by using mix methodology. There are three steps of conducting the research consisted of 1) study the management problems of the World Heritage Site, by using an in-depth interview of 5 relevant government departments total of 10 people 2) find the guideline for the management model of the World Heritage Site, by using a focus group of 5 relevant government departments total of 10 people and 3) explore the agreement towards a participatory management model of the World Heritage Site, by using questionnaires total of 135 participants. The result revealed that; Management issues of the World Heritage Site in the historical city of Phra Nakhon Si Ayutthaya and Satellite Cities Sustainably are 7 main issues; 1) the area invasion, 2) lack of administration center, 3) lack of staffs for management, 4) the using land in the area of relevant agencies, 5)  problem form local politics in the area, 6) budget for management and 7) law enforcement. Guidelines for the participatory management to solve these problems consisted of; 1) policy and master plan for conservation and management of cultural and natural world heritage that is clear and continuous both at the national and provincial levels, 2) the special law to be enforced in the World Heritage Site, 3) establishment of a special agency to manage the area, 4) power allocation to  Phra Nakhon Si Ayutthaya province to manage all the sites based on the special law. This research propose Participatory management model of the World Heritage Site of the historical city of Phra Nakhon Si Ayutthaya and Satellite Cities Sustainably consisted of 7 aspect; 1) policy and master plan, 2) organizing the administration center, 3) organizing the staffs for management, 4) directing and commanding, 5) coordination, 6) reporting and 7) local budget management.
