The Guidelines to Improve Educational Innovations for Teachers to Develop Higher- Order Thinking Skills of Learners in the 21st Century

Abstract
The purpose of this research was to study the use of educational innovation by teachers and to find ways to develop educational innovation of teachers to develop higher-order thinking skills of learners in the 21st century. The researcher collected data from sample groups 317 teachers in the Office of the Secondary Education Service Area 17 in Chanthaburi and Trat provinces. The data were analyzed by percentage, mean, and standard deviation. In terms of proposing the guidelines to improve educational innovations for teachers to develop higher-order thinking skills of learners in the 21st century, the researchers used focus group discussion. The results showed that: 1. The results of the use of educational innovation of teachers found that there is a high level of innovation in product type or invention by researching through the internet or using social media to support teaching and learning activities in the classroom such as YouTube, blog, Facebook, Twitter, Line the most and the use of innovation in the form of techniques and methods at the high level by using questioning techniques to encourage students to find the most answers. 2. The guidelines to improve educational innovations for teachers to develop higher- order thinking skills of learners in the 21st century were 1) there should be training to give knowledge about creating innovations in products and inventions and types, forms, techniques, methods for use in teaching and learning. 2) There should choose to use educational innovation that is appropriate and in line with the student's context. 3) The budget should be supported for purchasing, maintenance, and development of educational innovation.
