The Participatory Development Model of the Dispute Resolution: A Case Study of Phlapphla Chai Sub-district Administrative Organization, U-Thong district, Suphanburi Province

Abstract

The purposes of research “The participatory development model of the dispute resolution: a case study of Phlapphla Chai sub-district Administrative Organization, U-Thong district, Suphanburi province” were 1) to study the problems, obstacles, and administrative recommendations on the participation of dispute resolutions. , and 2) to analyze and synthesize the participatory development model of the dispute resolution: a case study of Phlapphla Chai Sub-district Administrative Organization, U-Thong district, Suphanburi province.

              This research was the qualitative research. The samples of research were the local leaders in the community in Phlapphla Chai sub-district who comprised 10 persons selecting from the local leaders, namely the chief executive, chief administrator, deputy chief administrator, village headman (Kam-Nun), headman (Poo-Yai-Baan), directly administrative officers, and people with dispute resolution. The tools of this research were composed of questionnaires and focus group with 2 times. The results showed that;

              The participatory management should appoint a board committee structure which consisted of the village directors, directly administrative officers, and the litigant. The outsider who acted as disputes settler must be the person knowing about disputing issues and solving the problems. There were mainly 3 work problems of the dispute resolution, namely 1) For the work problem, it revealed that the personnel, acting as the disputes reconciliatory, was not neutral, so the litigant didn’t accept the judgement ,2) For the personnel problem, it showed that the officers lacked of the legal knowledge and experience, and 3) For the problem of budget and resources, it found that there was an inadequate budget including of complicated official disbursement. The guidelines for making the participatory managing in sub-district networks’ cooperation toward litigant should create the legal knowledge on the participation of dispute resolutions for administrative officers. It should create the basically legal knowledge for people in community as well.
