การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาฐานข้อมูลเพื่อจัดการสารสนเทศคนพิการของ ศูนย์เทศบาลนครเจ้าพระยาสุรศักดิ์ เพื่อการดำรงชีวิตอิสระของคนพิการ โดยฐานข้อมูลที่พัฒนาขึ้นนี้ มีความสามารถในการจัดการข้อมูลที่เกี่ยวข้องอย่างเป็นระบบ ได้แก่ แฟ้มข้อมูลผู้ใช้ระบบงาน แฟ้มข้อมูลคนพิการ แฟ้มข้อมูลการเข้าร่วมกิจกรรม แฟ้มข้อมูลการเยี่ยมคนพิการ แฟ้มข้อมูลการขอรับบริการ แฟ้มข้อมูลบริษัทที่จ้างงานคนพิการ แฟ้มข้อมูลหน่วยงานฝึกอาชีพ และแฟ้มข้อมูลสถานศึกษา
การวิจัยนี้เป็นการวิจัยเชิงพัฒนา วิธีการพัฒนาระบบสารสนเทศใช้หลักการของวงจร การพัฒนาระบบสารสนเทศ เริ่มจากการศึกษาความเป็นไปได้ของระบบ โดยการสัมภาษณ์ผู้ใช้งาน ประกอบด้วยกลุ่มผู้บริหาร จำนวน 1 คน กลุ่มเจ้าหน้าที่ประจำศูนย์ จำนวน 5 คน และกลุ่มผู้ดูแลระบบ จำนวน 1 คน จากนั้นวิเคราะห์ออกแบบและพัฒนาฐานข้อมูล โดยใช้โปรแกรม Google Appsheet, Google Apps Script, Google Sheets ในการจัดการฐานข้อมูลออนไลน์ และใช้ Google Sites สำหรับออกแบบหน้า Login จากนั้นทำการทดสอบและการติดตั้งระบบ และมีการประเมินระบบโดยผู้ใช้งานทั้งหมด จำนวน 7 คน
ผลวิจัยที่ได้ คือ ได้ระบบสารสนเทศที่ช่วยเพิ่มประสิทธิภาพและสนับสนุนงานจัดการฐานข้อมูลคนพิการให้แก่ศูนย์เทศบาลนครเจ้าพระยาสุรศักดิ์ เพื่อการดำรงชีวิตอิสระของคนพิการ ผลการประเมินความพึงพอใจที่มีต่อการทำงานของระบบทั้ง 3 ด้าน คือ ความสามารถในการนำเข้าข้อมูล ความสามารถในการประมวลผล และความสามารถในการแสดงผลลัพธ์หรือการรายงาน พบว่าผู้ใช้งานมีความพึงพอใจในระดับมาก
