Abstract
The research aimed to study the good governance-based administration of Tambon Kumhaiyai Administrative Organization and the guidelines for the development of the good governance-based administration. The targets were 15 representatives of the groups concerned. The samples used in the research were 357 local residents who lived in Kumhaiyai Subdistrict area. The sample size was determined by a simple random sampling. The research instruments were a questionnaire and an interview. Statistics used in data analysis were percentage, mean, standard deviation and content analysis. The research findings were as follows. The good governance-based administration of Tambon Kumhaiyai Administrative Organization was overall moderate. The aspects with a maximum value was an ethical and legal issue. In this, the administration was fair, legal and systematic. Secondary was the principles of worth and value. In this, a campaign was conducted to make personnel and the public to make the best use of natural resources. The aspect having a minimum value was participation. A forum was held for those directly responsible to listen to the public grievances. The guidelines for the development of the good governance-based administration were as follows. On ethical and legal: rules and regulations should be modernized and socially acceptable. The public should be given knowledge on the local rules and regulations by means of public relations. On the virtues: good conduct, honesty, diligence and perseverance and belief in good should be encouraged. A campaign should be made to set up values in good which should be abided by all agencies. On transparency: the public should be more involved in all steps of the administration; information should be accessible to the public. On participation: the public should be able to voice their opinions and make decisions; they should take part in setting up plans and administrative policies. On accountability: the personnel should be aware of the responsibility and attentive to the public service; the problems concerning the public should be urgently dealt with. On value or worth: personnel and the public should be made aware of the value of natural resources and they should make the best use of the resources.
