Excellence Model in Delivering Justice of Court of First Instance

Abstract

         The objectives of the research article were 1) to synthesize the components and indicators for the excellence in providing the justice of Courts of First Instance under the Supreme Court, and 2) to establish the conceptual framework for developing an appropriate model of the components and indicators based on the context of Thailand. The qualitative research was employed for the study through literature reviews and interviewing experts. The content analysis was used for data analysis and the data quality was assessed through triangulation method. The research results were as follows.

           The research results were as follows : 1. The components and indicators for the excellence in delivering justice of the court of first instance under the Supreme Court were consistent with the international standards consisting of four dimensions with eighty indicators. 1) The input factors for providing the justice. 2) The management process. 3) The image of justice providers. 4) The impacts of justice provision. 2. The conceptual framework of the research focused on four major input factors. 1) The international standards  for providing the excellent justice of courts, 2) organizations of judiciary in the future, 3) framework of courts for the excellence, 4) the current management of cases of courts for the excellence. The management process of courts focused on the principles of considering cases, independence and ethnics of judiciary. The image of judiciary focused on saving and accessibility, confidence, values of courts

and corruption prevention. The impacts emphasized needs for the services of courts, location and rooms, service personnel, process of the services, materials, equipment and technology, fee of the services, trust and confidence in the services of courts. The research results should be employed for the framework of quantitative research based on the statistical relations for establishing an excellent model of the courts of first instance. The model should be implemented in the target court of first instance and the model should be evaluated to confirm and further development for practical application of all courts of first instance throughout Thailand.
