The objective were to study the factors that affect management policies to improve Quality of elderly’s life and the effect of policy development of Quality of elderly’s life to practice of Local Province Administrative office. This research use mixed method. The quantitative research survey with 400 elderly who live in Nonthaburi Province. Data was analysis using descriptive statistic and test hypothesis by t-test and F-test and perform all pairwise. The qualitative research use In-depth interview with 5 executives. Data was analyzed content analysis. Research result found that 1. The level of quality of elderly’s life in overall 5 aspects were in high level (X=3.24). Considered each aspect was found in a high level all aspects. Sorted by mean score, in descending order as: 1) Physical body has highest mean score (X=3.32, S.D.=0.687); 2) Economic aspect (X=3.28, S.D.=0.680) 3) Environmental aspect (X=3.25, S.D.=0.641) 4) Mental aspect (X=3.21, S.D.=0.683) and 5) Social aspect (X=3.14, S.D.=0.719). 2. Factors that affect management policies to improve Quality of elderly’s life of Local Province Administrative office can arrange in order of important as follows: 1) leadership 2) resources 3) management 4) elderly’s need 5) The cooperation of the relevant authorities. 3. The effect of applying the policy to develop the quality of elderly’s life of Local Province Administrative Office found that the positive effect was the policy can increase better of the quality of elderly’s life both in physical body, mental and income. The negative effect was found the budget problem, lack of knowledge and understanding of personnel on elderly, and shortage of personnel.
