Abstract

The objectives of this mixed methods research were to explore (1) problems of administration (2) development guidelines of administration (3) model of development guidelines of the administration to facilitate farmers’ loans from the office of farmer rehabilitation development fund according to the sufficiency economy philosophy. The population was 977,178 farmers who were members of the farmer rehabilitation development fund in 20 Districts of Udon Thani province. A total of 1,110 samples were calculated by using Taro Yamane’s formula. Data analysis was performed in contingency table with descriptive approach. Statistics exercised were mean, standard deviation, multiple regression and Pearson’s Correlation Coefficient. For qualitative data, in-depth face-to-face interviews of 9 experts for 60 minutes each were conducted and structured in-depth interview forms were also applied. Research results were (1) office of farmer rehabilitation development fund’s loan consideration and approval for the farmers’ loans were unequal (2) office of farmer rehabilitation development fund should consider and approve loans for the farmers fairly (3) office of farmer rehabilitation development fund should establish and apply the model of five aspects for development guidelines. The model of development guidelines for the administration should implement planning, set the key performance indicators (KPI), conduct further study and it should rank the criteria in descending order as (1) knowledge (2) morality (3) self-immunity (4) rationality (5) moderation.
