This mix method study was to analyze (1) problems of administration (2) development guidelines of administration (3) important factors contributing to the success of the development guidelines of administration to promote the use of modern technology for citizen services of municipalities in Samut Prakan province according to the digital era administration concept. The methodology of this research was designed as mixed methods research applying quantitative research principally and qualitative research supplementary. The quantitative research was survey research collecting large field data with questionnaires. The sample size of 1,106 people lived in five cities. The findings of this research were (1) the major problem of administration was the Samut Prakan municipality’s promoted the use of modern technology for citizen services to citizens with little understanding or appreciation of modern technologies (2) the municipalities in Samut Prakan province should promote and give direction to the use of modern technology for citizen services and give priority to citizen benefits (3) the major factors contributing to the success of the development guidelines of administration was the executives at all levels of the municipalities in Samut Prakan province' s promote the use of modern technology for people services by being good role models concerning performance and by focusing on the people’s benefits. At the same time, the major factors taking into consideration important parts of the success of the development guidelines of administration according to the digital era administration concept should consist of four aspects, arranging from the most important to the least important, as follows: people, dependability, democracy, and technology.
