Objectives of this study were to explore (1) problems of administration to adopt modern technology and network in the Small and Medium Enterprises promotion of the Office of Small and Medium Enterprise Promotion according to the Digital Era Administration Concept (2) development guidelines of administration to adopt the modern technology and network, and (3) strategy of development guidelines to adopt. The Digital Era Administration Concept of 5 aspects: professionalism, people, convenience, dependability, and democracy, was applied as a conceptual framework of this study.
Methodology of this research was designed the research design as mixed methods research applying quantitative research as a principal and qualitative research as a supplementary. The questionnaires passed pre-test of validity check at level of 0.95. Population was all 277,374 entrepreneurs of the Small and Medium Enterprises in the areas of Bangkok Metropolis. Total of 1,112 samples were calculated. Data analysis was represented in contingency table with descriptive approach. For qualitative data, in-depth interview of 9 experts was also applied. Findings of this research were (1) the main problem of administration was the Office of Small and Medium Enterprise Promotion' s nonprofessional administration to adopt modern technology and network in the Small and Medium Enterprises promotion, (2) the main development guidelines of administration should work as professionals or support professional executives and (3) the strategy of development guideline of administration was the Office of Small and Medium Enterprise Promotion should create and apply the strategy of development guideline as the Key Performance Indicators and implement practically and continuously. Further model development should also be done.
