Abstract

This article on the concepts of collective responsibility and local participation is to address the people’s participation in local governance which includes (1) the participation concept of public sectors’ management (2) concept on collective responsibility of local government, and (3) components of local government’s collective responsibilities. All three issues are addressed in the Constitution B.E. 2540 and B.E. 2550 with an intention to encourage and to support collective responsibility in the local governance, in particular, to convey all knowledge and ideas to benefit the improvement on local administration performance. It is also a guideline to encourage people to express their opinions, suggestions, participation in decision-making in the form of exercising consensus alternative, participation in the practice and participation in monitoring and evaluation in the local administration of the local government organization.
