การพัฒนาหลักสูตรฝึกอบรม เพื่อจัดทำแผนจัดการความต่อเนื่องระบบเทคโนโลยีสารสนเทศ และการสื่อสารเพื่อการบริหารสถานศึกษาขั้นพื้นฐาน

Abstract

การวิจัยครั้งนี้เป็นการวิจัยและพัฒนา มีวัตถุประสงค์เพื่อ (1) พัฒนาแผนการจัดการความต่อเนื่องของ ระบบเทคโนโลยีสารสนเทศและการสื่อสารสำหรับสถานศึกษาขั้นพื้นฐานด้วยวิธีการจัดทำหลักสูตรฝึกอบรม และนำไปทดลองใช้ (2) เพื่อประเมินประสิทธิภาพของหลักสูตรดังกล่าว กลุ่มตัวอย่างเป็นบุคลากรทางการศึกษา ในจังหวัดสิงห์บุรี 46 คน เครื่องมือที่ใช้ในการวิจัยคือหลักสูตรฝึกอบรม จำนวน 3 หน่วยการเรียนรู้ แบบวัดความรู้ ความเข้าใจ แบบประเมินความพึงพอใจ การสังเกตพฤติกรรมผู้เข้าอบรม และแบบติดตามผลการนำไปปฏิบัติ หลังจากที่ผ่านการอบรมแล้ว ผลการวิจัยสรุปได้ดังนี้ (1) ผลการพัฒนาแผนจัดการความต่อเนื่องโดยการจัดทำ หลักสูตรฝึกอบรมและนำไปทดลองใช้ ผลปรากฏว่าหลักสูตรฝึกอบรมประกอบด้วยหน่วยการเรียนรู้ 3 หน่วย ได้แก่ หน่วยที่ 1 แนวคิด ทฤษฎี และหลักการเกี่ยวกับแผนจัดการความต่อเนื่อง หน่วยที่ 2 การจัดทำแผนรับมือกับ เหตุฉุกเฉินที่อาจเกิดกับสถานศึกษาและแผนจัดการความต่อเนื่อง หน่วยที่ 3 การซักซ้อมแผนจัดการความต่อเนื่อง ใช้เวลาการจัดกิจกรรมหน่วยการเรียนรู้ละ 6 ชั่วโมง รวม 18 ชั่วโมง กิจกรรมแต่ละหน่วยประกอบด้วยการบรรยาย ของวิทยากร การฝึกปฏิบัติตามสถานการณ์ที่กำหนด การสังเกต การทดสอบก่อนและหลังการฝึกอบรม และมีการ ติดตามผลการนำไปปฏิบัติจริงเมื่อสิ้นสุดการอบรมแล้วหนึ่งเดือน (2) ผลการประเมินประสิทธิภาพหลักสูตรฝึกอบรม พบว่า หลังการฝึกอบรม ผู้เข้าอบรมมีความรู้เกี่ยวกับแผนจัดการความต่อเนื่องสูงขึ้นกว่าก่อนอบรม ผู้เข้าอบรม มีความพึงพอใจในวิธีการฝึกอบรมค่อนข้างน้อยแต่พอใจในการนำความรู้จากการฝึกอบรมไปใช้ค่อนข้างมาก จากการติดตามผลหลังฝึกอบรมหนึ่งเดือน พบว่าผู้เข้าอบรมนำผลไปใช้โดยการจัดตั้งคณะทำงานเพื่อจัดทำแผน จัดการความต่อเนื่อง

The Development of a Training Program for Continuous Management Planning on Information and Communication Technology of Basic Education Schools

The purposes of this study were to design a training curriculum for developing the information and communication technology business continuity management plan (BCP) in basic educational schools and to evaluate efficiency of the curriculum. The research design was a research and development with, pre-test and post-test. The 46 educational personnel were served as a sample. Research tools included the training curriculum, trainee’s behavior observation, questionnaire to test of business management and continuity plan development, training satisfaction and follow-up questionnaire about BCP implementation in one month later. The result found that the curriculum was efficient as the samples could achieve the curricular objectives. After training, the samples have had better BCP knowledge due to t value of pre-test score differs from post-test score significantly (p-value ≤ .05). Although they weighted satisfactory level in training quite low, but their satisfactory level in knowledge of BCP is quite high. In addition the following up for BCP implementation reported that they initiate establishment of the business continuity committee in their schools. The researcher suggested that the curriculum is very useful for educational personnel to continue develop, strategic preparation, and taking their roles in the BCP committee.
