การพัฒนากลยุทธ์การบริหารสู่ความเป็นเลิศ ของโรงเรียนมาตรฐานสากล ระดับประถมศึกษา

Abstract

การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารสู่ความเป็นเลิศ ของโรงเรียนมาตรฐานสากลระดับประถมศึกษา (2) เพื่อพัฒนากลยุทธ์การบริหาร กลุ่มการบริหารสู่ความเป็นเลิศ ของโรงเรียนมาตรฐานสากลระดับประถมศึกษา กลุ่มตัวอย่าง ประกอบด้วย ผู้อำนวยการโรงเรียน รองผู้อำนวยการ โรงเรียน ครู และกรรมการสถานศึกษาขั้นพื้นฐาน ของโรงเรียนในโครงการโรงเรียนมาตรฐานสากล 440 คน จาก 119 โรงเรียน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามความคิดเห็น มาตราส่วนประมาณค่า 5 ระดับ วิเคราะห์ข้อมูล ด้วยค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัยพบว่า (1) สภาพปัจจุบันของการบริหารสู่ความเป็นเลิศของโรงเรียนมาตรฐานสากลระดับประถมศึกษาภาพรวมอยู่ใน ระดับมาก โดยด้านที่อยู่ในระดับมากเป็นลำดับที่ 1 คือ ด้านการนำองค์การ ส่วนสภาพอันพึงประสงค์ฯ ภาพรวม อยู่ในระดับมากที่สุด และทุกด้านอยู่ในระดับมากที่สุดเช่นเดียวกัน (2) กลยุทธ์การบริหารสู่ความเป็นเลิศของ โรงเรียนมาตรฐานสากลระดับประถมศึกษา ประกอบด้วย 3 กลยุทธ์หลัก ได้แก่ กลยุทธ์ผูกใจผู้ปฏิบัติงาน กลยุทธ์ ปรับปรุงการบริหารผลการดำเนินงาน และกลยุทธ์ ปรับปรุงระบบและกระบวนการ

The Development of Management Strategies Toward Excellence of the Worldclass-Standard Elementary School

The purposes of this descriptive research were as follows: (1) To study the current states and desirable states of the management strategies toward excellence of the worldclass-standard elementary school. and (2) To develop the strategies of the management toward excellence of the worldclassstandard elementary school. The data were gathered from the questionnaires. Descriptive statistics was used in the data analysis and PNImodified technique was used to analyse the demand priority. The focus group of experts was used to examine the strategies’ suitability. The research results showed that (1) The current state of school management in the worldclass-standard school were performed at the high level as a whole and every criteria category. In desirable situation, every criteria category is the highest. The average of the developing strategies of the management toward excellence demand was 0.12 (PNI = 0.12) as a whole. After considering individually, the indexes which should be developed were as follows: Person based (PNI = 0.15), Evaluation, Analysis and knowledge management (PNI = 0.14), and procedure management (PNI = 0.13) (2) The strategy of the management toward excellence of the worldclass-standard elementary school composes of three strategies: workforce engagement, performance management improvement, and work system and process improvement.
