Abstract

The purposes of this action research were to develop an administrative model  to  promote  competency and to evaluate the use of an administrative model to promote competency in learning management toward the 21st century of teachers at Tessaban 3 Chumchonwatjantrawas School. The target group for this research was teachers and students of Tessaban 3 Chumchonwatjantrawas School in the academic year 2021.The tools used in this research included: document analysis, tests, questionnaires, and group discussion. Data analysis statistics were percentage (%), mean ( ), standard deviation (SD), dependent t-test and content analysis. The results of this research were found that 1) the administrative model to promote the competency in learning management for the 21st century of teachers at Tessaban 3 Chumchonwatjantrawas School, consisting of a
7-step administrative process with conditions for applying the model, 2) the result of using the management model was shown that teachers had higher knowledge and understanding after using it than before using it, at a statistical significance of .01, as well as having the ability to manage learning at a high level and were  satisfied  at  the highest  level. Students are satisfied  with  teachers ' learning  arrangements at the highest level and had higher learning outcomes after using the model than before using it, statistically significant at the .01 level.
