ผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2

Abstract

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 และ เปรียบเทียบระดับผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 จำแนกตามปัจจัยภูมิหลัง และศึกษา ปัจจัยที่ส่งผลกระทบต่อผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 โดยใช้ข้าราชการตำรวจ ในสังกัดสถานีตำรวจภูธรภาค 2 จำนวน 430 คน ใช้แบบสอบถาม ผลการวิจัยพบว่า ผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติ ของสถานีตำรวจภูธรภาค 2 อยู่ในระดับปานกลาง และผลการทดสอบสมมติฐานพบว่า ปัจจัยภูมิหลังที่มีผลต่อผลสัมฤทธิ์ ในการ นำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 ได้แก่ อายุราชการ ระยะเวลาในการดำรงตำแหน่ง สายงาน การศึกษา รายได้ต่อเดือน รายได้ต่อเดือนของคู่สมรส จำนวนบุตร จำนวนสมาชิกในครอบครัว จำนวนข้าราชการตำรวจ ในสถานีตำรวจ ส่วนปัจจัยที่ส่งผลกระทบต่อผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 ได้แก่ วัตถุประสงค์ของนโยบาย ลักษณะ ของหน่วยปฏิบัติตัวผู้นำนโยบายไปปฏิบัติ ความเป็นไปได้ทางการเมือง ด้านสมรรถนะ และ ด้านสภาพแวดล้อม การวิเคราะห์พบว่า ปัจจัยภูมิหลัง รายได้ต่อเดือนของข้าราชการตำรวจ ต่ำกว่า 10,000 บาท มีผลต่อผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 มากที่สุด และปัจจัยที่ส่งผลกระทบ วัตถุประสงค์ของนโยบายส่งผลกระทบต่อผลสัมฤทธิ์ในการนำนโยบายไปปฏิบัติของสถานีตำรวจภูธรภาค 2 มากที่สุด คือ นโยบายต้องมีความสอดคล้องกับความต้องการของสถานีตำรวจ

Results in Policy Implementation of Provincial Police Region 2

The purposes of this research are to study the results of implementing the policies of the Provincial Police, Region 2 in order to compare the effectiveness of the police categorized by personal background and to study the factors affecting the effectiveness of implementing the said policies. The population in this study consists of police officers working in the province of Police Region 2 with a total sample size of 430 respondents. The research instrument used was a questionnaire for collecting the data. Findings reveal that the effectiveness of implementing the policies of the Provincial Police, Region 2 was at a moderate level and hypothesis testing revealed that the factors facilitating the successful implementation of the policies were: working period, education, monthly income, spouse monthly income, number of children, number of family members and number of police officers at the police station. On the other hand, the factors affecting the successful implementation of the policies of the Provincial Police, Region 2 were: the objectives of the policies themselves, the head of the implementation team, political possibility and environmental conditions. Analysis shows that police officers with monthly incomes lower than 10,000 baht had the greatest effect on the policy implementation and that the policy had to be congruent with the needs of the police station.
