ผลสัมฤทธิ์การบริหารราชการแบบมีส่วนร่วม ขององค์การบริหารส่วนตำบล ในเขตจังหวัดภาคกลาง

Abstract

การวิจัยนี้มีวัตถุประสงค์ (1) เพื่อศึกษาผลสัมฤทธิ์การมีส่วนร่วมขององค์การบริหารส่วนตำบล (2) การมีส่วนร่วม ของประชาชนตามหลักการบริหารราชการแบบมีส่วนร่วมในพื้นที่องค์การบริหารส่วนตำบล ในเขตจังหวัดภาคกลาง (3) ความสัมพันธ์ระหว่างปัจจัยการบริหารราชการแบบมีส่วนร่วมกับดัชนีชี้วัด (4) ปัจจัยการบริหารราชการแบบมีส่วนร่วมที่ มีผลต่อผลการดำเนินงานขององค์การบริหารส่วนตำบล ในเขตจังหวัดภาคกลาง และ (5) เพื่อเสนอรูปแบบผลสัมฤทธิ์ การบริหารราชการแบบมีส่วนร่วมขององค์การบริหารส่วนตำบล ในเขตจังหวัดภาคกลาง กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ประชาชนที่อาศัยในพื้นที่เขตการปกครองขององค์การบริหารส่วนตำบลในเขตจังหวัดภาคกลาง ในปีการศึกษา 2552 จาก องค์การบริหารส่วนตำบล 333 แห่ง จำนวน 497 ตัวอย่าง เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามเป็นเครื่องมือ สถิติที่ใช้ ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์ สมการถดถอยพหุคูณแบบ ขั้นตอน ผลการวิจัยพบว่า (1) ผลสัมฤทธิ์การบริหารราชการ การมีส่วนร่วมของประชาชนตามหลักการบริหารราชการ แบบมีส่วนร่วมในพื้นที่องค์การบริหารส่วนตำบล ในเขตจังหวัดภาคกลาง ในภาพรวมอยู่ในระดับปานกลาง ส่วนความ สัมพันธ์ระหว่างดัชนีชี้วัดกับปัจจัยการบริหารราชการแบบมีส่วนร่วม 5 ประการ พบว่า ดัชนีชี้วัดที่มีความสัมพันธ์มาก ของแต่ละปัจจัยตามลำดับดังนี้ ประชาชนได้รับทราบข้อมูลข่าวสารการดำเนินงานของ อบต. ผ่านสื่อต่างๆ มีการแสดง ความคิดเห็นเกี่ยวกับปัญหา/ความต้องการผ่านช่องทางต่างๆ ที่ อบต.จัดขึ้น มีส่วนร่วมจัดทำแผนดำเนินการของ อบต. ร่วมเป็นตัวแทนภาคประชาชนในการประชุมสภาองค์การบริหารส่วนตำบล และติดตาม ตรวจสอบผลการปฏิบัติงานของ องค์การบริหารส่วนตำบล (4) ส่วนปัจจัยที่มีอิทธิพล คือ การมีที่ปรึกษามาจากภาคประชาชน และรูปแบบที่นำเสนอ มีความเหมาะสมต่อการดำเนินงานการบริหารราชการแบบมีส่วนร่วมขององค์การบริหารส่วนตำบลในเขตพื้นที่ภาคกลาง

The Achievement of Participative Administration of Sub-district Administrative Organizations in the Central Region

This study aimed to investigate in four areas: the achievement, the participation of public, the relationship the participation of public in the sub-district, the relationship between participative administration factors and indicators, factors of participative administration of sub-district, and to propose the model of achievement of participative administration of sub-district in the central region. The sample groups used in this study were 497 people who live in 333 sub-districts in 2009. Questionnaires were used to collect data. Statistics used were average, standard deviation, correlation coefficient and multiple regression.

The findings show as follows (1) the achievement of participative administration In general, and the participation of public in the sub-district administrative organizations, are at medium level; The indicators and the 5 administrative factors showed strong relationships with high level respectively, starting from: acknowledging the public of the information on the completed projects through different media, allowing public voicing their opinions, participating in the planning process, acting as representatives in the Sub-district Administrative Council, and enabling the checkup on the sub-district operation by the public; 5 Factors influencing the performance of sub-districts are respectively as follows, the consultation of the public sector, followed by the explicit disclosure of information to the public, listening to public opinion, bringing public opinion into administration and the monitoring process/ mechanisms by the public sector; The proposed model is suitable for the achievement of participative administration of sub-district administrative organizations in the central region.
