รูปแบบการพัฒนาภาวะผู้นำของผู้บริหารสถานศึกษาสู่ความเป็นมืออาชีพ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความเป็นผู้นำมืออาชีพผู้บริหารสถานศึกษา สังกัดสำนักงานคณะกรรมการ สถานศึกษาขั้นพื้นฐานเสนอรูปแบบและ (2) ในด้านเสนอรูปแบบการพัฒนาภาวะผู้นำสู่ความเป็นมืออาชีพ ประชากร ได้แก่ ผู้บริหารสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานที่เป็นผู้บริหารโรงเรียนผู้นำการเปลี่ยนแปลง รุ่นที่ 1 จำนวน 610 คน จาก 5 ภาค จำนวนภาคละ 50 คน รวม 250 คน โดยสำรวจความคิดเห็นและสัมภาษณ์ ผู้บริหารสถานศึกษาโรงเรียนประกอบด้วย ผู้อำนวยการโรงเรียน รองผู้อำนวยการโรงเรียน หรือหัวหน้างาน เพื่อหา องค์ประกอบของคุณลักษณะภาวะผู้นำ และสัมมนา ผู้ทรงคุณวุฒิ จำนวน 38 คน เพื่อรับรองรูปแบบการพัฒนาภาวะ ผู้นำของผู้บริหารสถานศึกษาสู่ความ เป็นมืออาชีพ ผลการศึกษาพบว่า รูปแบบการพัฒนาภาวะผู้นำ ประกอบด้วย คุณลักษณะสำคัญคือ (1) ความคิดความเข้าใจลักษณะภาวะผู้นำในระดับสูง มีความสามารถนำปัจจัยต่างๆ มากำหนด กลยุทธ์ได้ (2) คุณลักษณะทางวิชาชีพและ มีการบริหารที่มีประสิทธิภาพ (3) ทักษะและมีความชำนาญในการบริหาร รอบรู้ในการบริหารสู่ความเป็นเลิศ การสัมมนาของกลุ่มผู้ทรงคุณวุฒิ จำนวน 38 คน ได้รับรองรูปแบบการพัฒนาภาวะ ผู้นำของผู้บริหารสถานศึกษาสู่ความเป็นมืออาชีพในด้านความเป็นประโยชน์ ด้านความเหมาะสม ด้านความเป็นไปได้ ด้านความถูกต้องของรูปแบบการพัฒนาภาวะผู้นำของผู้บริหารสถานศึกษาสู่ความ เป็นมืออาชีพ ด้านความเป็นประโยชน์ ด้านความเป็นไปได้ ด้านความเหมาะสม และด้านความถูกต้องอยู่ในระดับมากที่สุด

A Model for Leadership of School Development Principals towards Professionalism under the Office of the Basic Education Commission

The research has the objectives of; (1) studying the elements of the basic education institution management toward the learning organizations, (2) building a model the basic education institution management toward the learning organizations in educational institutions, and (3) testing and certifying the model for the basic education institution management toward the learning organizations in educational institutions under the Office of the Basic Education Commission. The population of the study was 610 model schools Phase 1at the primary and secondary education levels under the Office of the Basic Education Commission. The sample group was 250 schools, and the respondents were school directors, deputy school directors, deputy school directors (personnel management), deputy school directors (general administration), and deputy school directors (budgeting), or the division chiefs of the four departments, consisting of five persons per school, or 1,400 persons in total. The research instruments used for data collection were in-depth interviews, focus groups to search for the basic education institution management toward the learning organizations. The results of data collection were used to draft models of the basic education institution management toward the learning organizations, the Delphi method was applied by consensus of 17 experts, which included academicians, education administrators, and school administrators. The results show that: The model of the basic education institution management toward the learning organizations in educational institutions under the Office of the Basic Education Commission and information technology management and media creation and 41 approaches of implementation; the process management that comprised six steps: planning, organizing, leading, controlling, evaluating and reporting. As regards the benefits, suitability, plausibility and correctness of the model for the basic educational institution management toward the learning organizations by the consideration of academicians, institution administrators, and school administrators, it was found that the benefits were at the high level, the suitability was at the high level, the possibility was at the high level, and the correctness was at the highest level.
