การพัฒนารูปแบบการบริหารโรงเรียนในโครงการการจัดการเรียนการสอน เป็นภาษาอังกฤษตามหลักสูตรกระทรวงศึกษาธิการ

Abstract

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาการบริหาร โครงการจัดการเรียนการสอนเป็นภาษาอังกฤษตามหลักสูตร กระทรวงศึกษาธิการ และนำเสนอรูปแบบการบริหารโครงการดังกล่าวเพื่อตรวจสอบความเหมาะสม ประชากร ได้แก่ ผู้บริหารโรงเรียนหรือผู้รับผิดชอบโครงการจัดการเรียนการสอน จำนวน 108 โรงเรียน ได้ และสุ่มตัวอย่าง ด้วยวิธี สุ่มแบบหลายขั้นตอน กลุ่มตัวอย่าง 86 โรงเรียน เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ การสังเกต การสัมมนา การใช้ แบบสอบถาม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา การหาค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า ประสิทธิผลของโครงการจัดการเรียนการสอนเป็นภาษาอังกฤษตามหลักสูตรกระทรวงศึกษาธิการ เกิดจากการทำงาน อย่างถูกวิธี ตามแผนปฏิบัติการที่ตอบสนองวัตถุประสงค์ที่ตั้งไว้ทุกข้อ โดยมีผู้ปกครอง และชุมชนเข้ามามีส่วนร่วมใน ทุกขั้นตอนของการบริหาร ส่วนวิธีปฏิบัติที่เป็นแบบอย่างที่ดีของการบริหารโรงเรียนในโครงการ เกิดจากภาวะผู้นำ ที่เด่นชัด ของผู้บริหารโรงเรียน มีการจัดทำ วิสัยทัศน์ เป้าหมาย วัตถุประสงค์ และกลยุทธ์ มีการจัดทำหลักสูตรขึ้นมาใหม่เป็นการเฉพาะ โดยการเน้นการฝึกทักษะทางภาษาเพื่อการสื่อสารให้นักเรียนสามารถใช้เทคโนโลยีช่วยในการศึกษาค้นคว้าด้วยตนเอง มีการประเมินผลการปฏิบัติงานของบุคลากรในโครงการ รูปแบบการบริหารโรงเรียนในโครงการที่นำเสนอ มีความชัดเจน ครอบคลุม สะดวกในการนำไปใช้ เมื่อจัดการประชุมแบบ Connoisseurship กับผู้ทรงคุณวุฒิ เพื่อยืนยันความเป็นไปได้ พบว่า รูปแบบการบริหารมีความเหมาะสมในระดับมากที่สุด โดยมีค่าเฉลี่ย 4.58 และมีความเป็นไปได้ในทางปฏิบัติ ในระดับมาก โดยมีค่าเฉลี่ย 3.91

Development of Management Model for English Program Schools

This study aims at studying the effectiveness of the English Programs applying curriculum developed by in order to the Education Ministry and propose a model for management of the English program, The researcher studying good practical management of English Program schools applying the Education Ministry developing a new management model for English Program Schools under the Office of the Basic Education Commission. There are 6 steps in the research methodology. Data are collected through interviews, seminars, and questionnaires; data are analyzed by means of content analysis, percentage, arithmetic mean, and standard deviation. The findings show: The current administrative status of English Program schools under the Office of the Basic Education Commission, applying the Education Ministry curriculum is well operated due to management and good practices was outstanding leadership and having unique strategies follow. The researcher is management model proposed and submitted to expert--is a connoisseurship is considered to be feasible at the suitable his hart level (  = 4.58) and at the high (  = 3.91) respectively. From a seminar and interviews of experts and schools administrators, they agreed and accepted the management model for English Program schools under the Office of the Basic Education Commission, applying the Education Ministry curriculum consisting of 3 parts: introduction(rationale, objectives, philosophy and principles), management model for English Program schools under the Office of Basic Education Commission applying the Education Ministry curriculum (key success factors and management process), and terms of applying.
