Abstract

การลงทุนในโปรแกรมริเริ่มเชิงกลยุทธ์เพื่อพัฒนาอุตสาหกรรมไทยต้องคำนึงถึงความคุ้มค่าใน “คุณค่า” ของเงินลงทุน การวิจัยประเมินผลใช้หลักการทางวิทยาศาสตร์เพื่อแสวงหาคำตอบสนับสนุนการตัดสินใจที่สามารถวัดได้ ภายใต้กระบวนการสาเหตุและผล จากปรัชญาการประเมินผลในมิติเป้าหมายและมิติวิธีการเป็นที่มาของตัวแบบวิจัย ประเมินผล 4 ประเภทใหญ่ๆ ตัวแบบประเมินผลโปรแกรมเป็นตัวแบบกระบวนการพัฒนาองค์การที่เชื่อมโยงขั้นตอน การดำเนินงานในโปรแกรมริเริ่มเชิงกลยุทธ์เข้าด้วยกันอย่างเป็นระบบ ตั้งแต่การออกแบบ เก็บรวบรวมข้อมูลและ วิเคราะห์ ข้อมูลซึ่งช่วยให้เกิดการปรับปรุงผลิตภาพในอุตสาหกรรมอย่างต่อเนื่องในลักษณะเดียวกับวงจร PDCA ตัวแบบประเมินโปรแกรมถูกพัฒนาขึ้นเพื่อใช้วัดประสิทธิผลของการดำเนินโปรแกรมและเสนอแนวทางแก้ไขปรับปรุง เพื่อพัฒนาศักยภาพของอุตสาหกรรมไทย

Evaluation Research for Thailand Industrial Management Development

The investment for Thailand industrial management development programs has been evaluated upon its “Worth or Merit”. Evaluation research or program evaluation is the use of the scientific methods to systematically identify the causal inference of the intervention programs. Four main groups of evaluation models were derived from the “Goal-and Method-based” evaluation philosophy. Program evaluation model infers the Organization Development Process (ODP) model, which systematically integrates all steps in implementing the strategic initiative program; from design to data collection and analysis. Alike PDCA cycle, the above process continuously improves the industrial productivity. The program evaluation model has been developed for assessing the program implementation effectiveness and identifying the solutions for improvement of Thai industries.
