รูปแบบองค์การบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัย ในทศวรรษหน้า (พ.ศ. 2553–2562)

Abstract

การวิจัยอนาคต นี้มุ่งการศึกษา เพื่อนำเสนอรูปแบบองค์การบริหารการศึกษานอกระบบและการศึกษาตาม อัธยาศัยในทศวรรษหน้า (พ.ศ.2553-2562) มีขั้นตอนการวิจัย 6 ขั้นตอน คือ (1) การศึกษาและสำรวจแนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้อง (2) การรวบรวมความคิดเห็นจากผู้เชี่ยวชาญ จำนวน 22 คน ซึ่งเป็นรอบที่ 1 ของเทคนิค EDFR และสร้างเป็นแบบสอบถาม (3) การตรวจสอบคุณภาพของแบบสอบถาม (4) การเก็บรวบรวมข้อมูลจากความคิดเห็น ของผู้เชี่ยวชาญโดยใช้ตอบแบบสอบถามครั้งที่ 1 ซึ่งเป็นรอบที่ 2 ของเทคนิค EDFR (5) การประมาณค่าความเป็น ไปได้และค่าความสอดคล้องของสภาพสังคมไทยที่คาดว่าจะเกิดขึ้นในทศวรรษหน้าและรูปแบบองค์การบริหารการศึกษา นอกระบบและการศึกษาตามอัธยาศัยที่เหมาะสม โดยการหาค่ามัธยฐาน ค่าฐานนิยม ค่าความแตกต่างระหว่างค่าฐานนิยม กับค่ามัธยฐานและค่าพิสัยควอไทล์ และเก็บรวบรวมข้อมูลจากความคิดเห็นของผู้เชี่ยวชาญเพื่อเป็นการยืนยันความ เห็นเดิมโดยการตอบแบบสอบถามครั้งที่ 2 ซึ่งเป็นรอบที่ 3 ของเทคนิค EDFR (6) การนำเสนอรูปแบบองค์การบริหาร การศึกษานอกระบบและการศึกษาตามอัธยาศัยที่เหมาะสมกับสภาพสังคมไทยในทศวรรษหน้า

ผลการวิจัยพบว่า รูปแบบองค์การบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยในทศวรรษหน้า (พ.ศ.2553-2562) มีองค์ประกอบ 5 ส่วน คือ (1) ด้านโครงสร้างเป็นขั้นบันได กระจายอำนาจ เป็นเครือข่าย ภายใต้ องค์คณะบุคคลที่มีอิสระตามกฎหมาย (2) ด้านเป้าหมายได้แก่ ได้เรียนต่อเนื่อง ได้รับวุฒิบัตรเน้นการฝึกหัดอ่านเขียน และคิดเป็น (3) ด้านกลุ่มเป้าหมายได้แก่ กลุ่มวัยแรงงาน กลุ่มเฉพาะการเฉพาะกิจ กลุ่มผู้สูงวัย และกลุ่มเด็กก่อนวัยเรียน (4) ด้านบุคลากร ได้แก่ ผู้จัดการ ชำนาญสารสนเทศ มีเทคนิคให้คนรักการอ่าน และมีมาตรการส่งเสริมในการพัฒนา และ (5) ด้านเทคนิคการจัดการเรียนรู้ได้แก่ มีต้นแบบดี มีความหลากหลาย เน้นการใช้สื่อและคุณภาพ

An Organization Model of Non-Formal and Informal Education Management in the Next Decade (2010–2019)

This is a future research aiming to present the organization model of non-formal and informal education management in the next decade (2010-2019). Six steps of research were used: (1) a survey of related literature, (2) gathering opinion from 22 specialists from the first round of EDFR technique and construct questionnaire, (3) examining the quality of the questionnaire, (4) collecting for the first time which is the second round of EDFR technique, (5) evaluating on the expected possibilities relating to their society in the next decade and the suitability of organization model of non-formal and informal education management in the next decade statistical methods used were median, mode and the different between mode with median and interquartile range Specialists’ opinions were used to confirm the previous opinion by answering questions on the second time of the third round of EDFR technique, (6) presenting the organization model of non-formal and informal education management in the next decade which is suitable for Thai society in the next decade.

The finding revealed that organization model of non-formal and informal education management in the next decade (2010-2019) consised of five elements; (1) the structure leveling, in cluded decentralizing, networking, working under-committee, and independent organization, (2) the objective continuing studies, degrees, reading and writing practice and critical thinking, (3) the target groups working group, special group, senior group, and pre-school group, (4) the human resources as managers, IT specialists, reading lovers, with propes measure, (5) the learning technology included good models, diversity, focusing on media with quality.
