การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันและความต้องการจำเป็นในการบริหารสู่ความเป็นเลิศของผู้บริหารสถานศึกษาสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในสามจังหวัดชายแดนภาคใต้
2) เพื่อพัฒนารูปแบบ 3) เพื่อประเมินรูปแบบ ดำเนินการวิจัยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบันและความต้องการจำเป็นโดยการเก็บข้อมูลเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกผู้บริหารสถานศึกษาจำนวน 9 คน และเก็บข้อมูลเชิงปริมาณกับผู้บริหารสถานศึกษาจำนวน 274 คน ด้วยแบบสอบถามความต้องการจำเป็น นำข้อมูลมาวิเคราะห์หาค่าดัชนีลำดับความต้องการจำเป็น ระยะที่ 2 การพัฒนารูปแบบโดยการสนทนากลุ่มผู้บริหารสถานศึกษาจำนวน 5 คน และระยะ ที่ 3 การประเมินรูปแบบโดยผู้บริหารสถานศึกษาจำนวน 17 คน ที่ได้รับรางวัลทรงคุณค่า สพฐ. OBEC AWARD 3 ปี ย้อนหลัง (2563-2565) ด้วยแบบประเมินรูปแบบ 4 ด้าน นำข้อมูลมาวิเคราะห์หาค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) สภาพปัจจุบันของการบริหารสู่ความเป็นเลิศของผู้บริหารสถานศึกษาสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในสามจังหวัดชายแดนภาคใต้อยู่ในระดับมากที่สุด มีค่าดัชนีการจัดเรียงลำดับความต้องการจำเป็น (PNIModified) สูงสุด 3 อันดับแรก ได้แก่ ด้านการวัด การวิเคราะห์ และการจัดการความรู้, ด้านผลลัพธ์ และด้านกลยุทธ์ 2) รูปแบบประกอบด้วย 4 องค์ประกอบ ได้แก่ หลักการของรูปแบบ, วัตถุประสงค์ของรูปแบบ, วิธีการดำเนินการของรูปแบบ และปัจจัย/เงื่อนไขความสำเร็จ 3) ผลการประเมินรูปแบบภาพรวมอยู่ในระดับมากที่สุด
