สมรรถนะเชิงการปฏิบัติงานสำหรับสำนักงานพระพุทธศาสนาแห่งชาติ

บทคัดย่อ
สำนักงานพระพุทธศาสนาแห่งชาติประสบปัญหาการขาดตัวชี้วัดที่มีประสิทธิภาพในการปฏิบัติหน้าที่และการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสีย โดยเฉพาะจากคณะสงฆ์และนักวิชาการด้านศาสนา ส่งผลให้การดำเนินการแก้ปัญหาองค์กรและคณะสงฆ์ไม่บรรลุเป้าหมาย เพื่อแก้ไขปัญหาดังกล่าว การวิจัยนี้จึงมีวัตถุประสงค์เพื่อพัฒนาตัวชี้วัดสมรรถนะเชิงการปฏิบัติงาน โดยใช้ระเบียบวิธีวิจัยแบบผสม เริ่มจากการสังเคราะห์ข้อมูลเชิงคุณภาพและการปรึกษาผู้เชี่ยวชาญ ด้วยเทคนิคเดลฟายเพื่อกำหนดองค์ประกอบและตัวชี้วัดสมรรถนะ จากนั้นจึงตรวจสอบความตรงเชิงโครงสร้างของโมเดล ด้วยการวิเคราะห์องค์ประกอบเชิงยืนยันกับกลุ่มตัวอย่างข้าราชการจำนวน 418 คน
ผลการวิจัยได้เสนอโมเดลสมรรถนะเชิงการปฏิบัติงาน 5 สมรรถนะสำคัญ ประกอบไปด้วย สมรรถนะด้านองค์ความรู้ทางพระพุทธศาสนา ซึ่งเป็นสมรรถนะเชิงหน้าที่ที่สำคัญ ส่วนทักษะภาษาและการสื่อสาร ทักษะการแก้ไขปัญหาองค์กร ทักษะการวางแผนที่จำเป็น และทักษะทางเทคโนโลยีดิจิทัลซึ่งเป็นสมรรถนะทั่วไปที่จำเป็นสำหรับองค์กรภาครัฐสมัยใหม่ ผลการวิเคราะห์บ่งชี้ให้เห็นว่า แบบจำลองมีความสอดคล้องกับข้อมูลเชิงประจักษ์ในระดับดีมาก (χ²/df = 1.137, p-value = .089, CFI = .998, RMSEA = .018) โดยทักษะการแก้ไขปัญหาองค์กรเป็นสมรรถนะที่มีความสำคัญสูงสุด (β = .954) ซึ่งสอดคล้องกับสถานการณ์ปัจจุบัน แบบจำลองที่พัฒนาขึ้นจึงเหมาะสมอย่างยิ่งที่จะใช้เป็นกรอบในการทำงานและยกระดับขีดความสามารถของบุคลากรและเสริมสร้างสมรรถนะองค์กรของสำนักงานพระพุทธศาสนาแห่งชาติให้ยั่งยืนต่อไป
