'One Tambol; One Plan' An Approach for Area-Based Local Administration Reform

Abstract

This study proposes that the local development plan would be used for solving problems and need of people truly when it has to be made under a new assumption. It has to be made by the integration of problems and needs of every party such as local government, local leaders and people. All parties have to be involved into this process from the beginning. It might be call ‘1 Tambol 1 Plan’(OTOP). This study found that the parties have to co-adjust the working relationship together. There are 4 manners (4 Cos) which have to be done such as Co-Operation, Co-Management, Co-Ownership and Co-Commitment.
