Roles of Village Headmen for Village Strengthening A Case study of Pho Si Su Wan District, Sisaket province

Abstract

The research “Roles of Village Headmen for Village Strengthening. A Case study of Pho Si Su Wan District, Sisaket province” aimed to study the village headman’s role and duty in strengthening village stability, finding the factors which influence the headman’s village management ability, and study issue, obstacle, and suggestion about how the headman performed their duty. This research used the qualitative research method, documentary research, and in-depth interview. Data was collected from informants and samples, five from the sheriff, an assistant district officer, and ten village headmen. The research found that the village headman in  Pho Si Su Wan District, Sisaket province, was tasked with strengthening the village by demonstrating Mintzberg's Managerial Roles. The crucial roles were to strengthen their village by doing one's duty according to law and legislation, cooperating with local's administrative organizations, and performing their duty in correspondence with the local norm and people's expectations. Factors that promote village strength are the headman's ability, good teamwork, and the leader's morality. While the discouraging issues are that most headmen are unfamiliar with new technology and innovation, non-overlapping and integrated government directives helped alleviate the headman's duty, fiscal constraints impacted village infrastructure and may require villagers to sacrifice something, and lastly, villagers' misinformation.
