บทความนี้มุ่งศึกษาความหมาย คุณลักษณะ และปัญหาข้อจำกัดความเป็นอิสระของท้องถิ่นไทย โดยศึกษาจากการทบทวนวรรณกรรมวิชาการ การสัมภาษณ์เชิงลึกจากกลุ่มผู้เชี่ยวชาญ และการจัดประชุมกลุ่มย่อย และได้วิเคราะห์ผลการศึกษาโดยเทคนิคเชิงคุณภาพ ผลการศึกษาพบว่าท้องถิ่นไทยประสบปัญหาข้อจำกัดด้านความเป็นอิสระหลายประการ โดยเฉพาะในด้านการดำเนินภารกิจการจัดบริการสาธารณะ การบริหารการเงินการคลัง การบริหารงานบุคคล และอำนาจดำเนินการภารกิจนอกเขตพื้นที่หรือนวัตกรรมใหม่ การเร่งแก้ไขเพื่อให้ท้องถิ่นไทยสามารถดูแลคุณภาพชีวิตของประชาชน และเพื่อให้สามารถบริหารจัดการพื้นที่ได้เต็มที่ จึงเป็นเรื่องสำคัญที่ฝ่ายต่าง ๆ ที่เกี่ยวข้อง ทั้งภาครัฐ ส่วนราชการ ฝ่ายวิชาการ และองค์กรปกครองส่วนท้องถิ่นต้องร่วมมือกันอย่างจริงจังต่อไป
