การเปลี่ยนกระบวนทัศน์ทางทฤษฎีทางรัฐประศาสนศาสตร์ในช่วงกระบวนทัศน์ที่ 3 เกิดจากการโต้แย้งหลักทางการบริหารโดย Herbert A.Simon ว่าหลักการบริหารนั้นเป็นเพียงสุภาษิตและได้เสนอทฤษฎีการตัดสินใจว่าเป็นหัวใจของการบริหาร ทำให้สถานะของวิชาทางรัฐประศาสนศาสตร์ต้องสั่นคลอน บทความนี้จึงวิเคราะห์เพื่ออธิบายว่าทฤษฎีการตัดสินใจของ Herbert A. Simon ตั้งอยู่บนฐานปรัชญาสังคมศาสตร์แบบใด โดยวิเคราะห์จากเอกสารและตีความตัวบท ผลการวิเคราะห์พบว่าทฤษฎีการตัดสินใจของ Herbert A. Simon ตั้งอยู่บน ฐานปรัชญาสังคมศาสตร์แบบสำนักปฏิฐานนิยมซึ่งมีภววิทยาเป็นแบบที่ เชื่อว่าความจริงดำรงอยู่โดยธรรมชาติ มนุษย์ไม่ได้เป็นผู้สร้างความจริงนั้นๆ (Foundationalist) มนุษย์เพียงเข้าไปศึกษาโดยผู้ศึกษาไม่ได้เข้าไปเกี่ยวข้องกับสิ่งที่ถูกศึกษา จึงทำให้ปราศจากค่านิยมในการศึกษา ในขณะที่มีญาณวิทยาเป็นแบบการสำรวจเชิงประจักษ์ มีความเป็นวัตถุวิสัย แยกสิ่งที่ศึกษาออกจากผู้ทำการศึกษา ทำให้มีระเบียบวิธีเป็นแบบวิธีการเชิงปริมาณ วิธีการศึกษาแบบวิทยาศาสตร์ ใช้วิธีการทดลอง ใช้สมการ ใช้ตัวเลขในการอธิบายการตัดสินใจ โดยมีหน่วยวิเคราะห์ คือการตัดสินใจของผู้บริหารซึ่งเป็นหน่วยวิเคราะห์ระดับบุคคล
