บทความนี้เสนอกรอบแนวคิดสำหรับทำความเข้าใจการทูตสาธารณะผ่านแนวคิดพื้นที่สาธารณะในฐานะอาณาบริเวณที่สารของนโยบายต่างประเทศเกิดการแข่งขัน ต่อรอง และสถาปนาความชอบธรรม ข้อโต้แย้งหลักของบทความนี้คือ วรรณกรรมการทูตสาธารณะที่มีอยู่ยังยึดกรอบคิดจากฝั่งผู้ส่งสารเป็นศูนย์กลาง กล่าวคือ มองการทูตสาธารณะเป็นกระบวนการสื่อสารเชิงกลยุทธ์ที่รัฐออกแบบและส่งออกไป โดยไม่ได้วิเคราะห์พลวัตของพื้นที่รับสารในประเทศเป้าหมายอย่างเพียงพอ บทความนี้จึงโต้แย้งว่าพื้นที่สาธารณะไม่ได้เป็นเพียงฉากหลังของปฏิสัมพันธ์ของ วาทกรรมต่าง ๆ หากแต่เป็นสนามที่มีพลวัตเชิงอำนาจ โครงสร้างวาทกรรม และตรรกะการแข่งขันที่กำหนดชะตากรรมของสารอย่างเป็นระบบ มากไปกว่านี้ การศึกษาเกี่ยวกับการทูตสาธารณะยังปรากฏความขัดแย้งเชิงทฤษฎีที่ฝังอยู่ในแก่นของการทูตสาธารณะ ระหว่างการกระทำเชิงสื่อสาร (communicative action) อันเป็นฐานบรรทัดฐานของพื้นที่สาธารณะแบบฮาเบอร์มาส กับการกระทำเชิงกลยุทธ์ (strategic action) อันเป็นตรรกะที่ขับเคลื่อนการทูตสาธารณะในฐานะเครื่องมือทางนโยบายต่างประเทศ และเสนอว่าความขัดแย้งนี้เองที่เป็นปัญหาทางทฤษฎีหลักของการศึกษาผลลัพธ์ของการทูตสาธารณะ เพื่อเติมช่องว่างดังกล่าว บทความจึงเสนอกรอบแนวคิด ซึ่งประกอบด้วย (1) ความไม่สมมาตรเชิงอำนาจ ซึ่งกำหนดว่าผู้ใดสามารถพูดและถูกได้ยินในพื้นที่สาธารณะของประเทศเป้าหมาย (2) การแข่งขันของกรอบความหมาย ซึ่งเป็นกระบวนการที่ผู้กระทำการต่าง ๆ ต่อสู้เพื่อกำหนดความหมายและความชอบธรรมของ สารนโยบายต่างประเทศ และ (3) กระบวนการสถาปนาความชอบธรรม ซึ่งกำหนดว่าสารจะได้รับการยอมรับหรือถูกต่อต้านในสังคม โดยกรอบทั้งสามนี้ร่วมกันเป็นเครื่องมือในการวิเคราะห์และอธิบายว่าเหตุใดสารของการทูตสาธารณะเดียวกันจึงประสบความสำเร็จในบริบทหนึ่งแต่ล้มเหลวในอีกบริบทหนึ่ง
