Track II Diplomacy ในเอเชียตะวันออกเฉียงใต้: บทบาทของ ASEAN-ISIS ในการพัฒนาประชาคมอาเซียน

วัตถุประสงค์ของบทความนี้ คือ ประการแรก พิจารณาภาพรวมของ จุดกำเนิด และพัฒนาการของ Track II ในภูมิภาคเอเชียตะวันออกเฉียงใต้ในช่วงระยะเกือบ 40 ปีที่ผ่านมาโดยเน้นเฉพาะเครือข่ายสถาบัน ASEAN-ISIS (ASEAN Institutes of Strategic and International Studies) ประการที่สอง มุ่งศึกษาและประเมิน บทบาทเชิงนโยบายของ ASEAN ISIS ซึ่งเป็น Think Tank ที่มีบทบาทโดดเด่นอย่างเป็นรูปธรรมตั้งแต่แรกก่อตั้งในปี 1988 ถึงปัจจุบัน โดยเฉพาะอย่างยิ่งในส่วนที่ทำหน้าที่สนับสนุนและส่งเสริมงานขององค์การระหว่างประเทศในระดับภูมิภาคอย่างอาเซียน ทั้งในเชิงข้อริเริ่ม ข้อเสนอนโยบาย และ การมีปฏิสัมพันธ์อย่างสร้างสรรค์ในเวทีถกอภิปรายประเด็นความมั่นคงและการปรับตัวของอาเซียนเพื่อรับมือกับการเปลี่ยนแปลงเชิงยุทธศาสตร์ในภูมิภาคโดยเฉพาะในช่วงหลังสงครามเย็น ประการที่สาม วิเคราะห์ผลสำเร็จ ข้อจำกัด และแนวทางในอนาคตของ ASEAN-ISIS ในบริบทของการเปลี่ยนแปลงทางภูมิรัฐศาสตร์ในเอเชีย/อินโด-แปซิฟิก ควบคู่กับการขยายตัวอย่างแพร่หลายทั้งในเชิงปริมาณและความหลากหลายของประเด็นของสถาบัน Track II ทั้งในระดับประเทศสมาชิกอาเซียนและในเอเชีย-แปซิฟิก ตลอดจนบทบาทที่เพิ่มขึ้นของภาคประชาสังคม ว่าปัจจัยเหล่านี้ส่งผลกระทบต่อการดำเนินงานและบทบาทในอนาคตของ ASEAN-ISIS หรือไม่ อย่างไร
