The potential of local government organizations in the area of Ban Na San District Surat Thani Province to support the transfer of missions from the Ministry of Public Health

The main objectives of this study are: 1) to study the important factors affecting the potential of local government organizations, 2) to study readiness to drive the development of local personnel management system that affects the potential of local government organizations, and 3) to provide suggestions for the potential development of local government organizations to support the transfer of missions from the Ministry of Public Health. This is a qualitative research method. Data were collected from key informants who are responsible for municipal health work in 5 municipalities, namely Khlong Prap Municipality, Khuan Si Municipality, Tha Chi Municipality, Phru Phi Municipality, and Nasan municipality, Surat Thani Province in which the interviewees were Chief/Director of Public Health Division, operative staff, and supervisors at the total of 17 people. Data were analyzed by interpretation to create conclusions.
The study found that the important factors affecting the potential of local government organizations to support the transfer of missions from the Ministry of Public Health were operational tasks that must be defined according to the area. On the personal side, there must be an understanding of the officers in charge, to understand the need for public health policies, to plan the manpower framework to suit the budget, resource analysis requires a clear policy and policy-driven continuation of resource adaptation with understanding various policies, operational personnel must understand management's policies to drive policy success. There must be a study of readiness to drive the development of local personnel management system that must start from adjusting the 3-year manpower framing plan. There is a transparent recruitment process. Continuous personnel development including important measures to retain personnel in which the organization must benefit from the full capacity of public health personnel.
Recommendations for potential development of local government organizations to support the transfer of missions from the Ministry of Public Health, the manpower project should be adjusted, to determine clear guidelines for personnel management, the position of personnel must correspond to the assigned mission, the assignment of authority to the operator must be clear, and must define important tasks in the operation in order to bring out the fullest potential of the operators.
