Abstract

        This research article has objectives: 1) to study factors affecting the quality development of the Office of the Permanent Secretary, Ministry of Education towards the government 4.0, and 2) to propose guidelines for quality development of the Office of the Permanent Secretary, Ministry of Education towards the bureaucracy 4.0. This is a quantitative research with a group of 213 samples and the data were analyzed by descriptive analytical statistics. The results showed that 1) the overall value of organization development, work participation, and work efficiency of personnel under the Office of the Permanent Secretary, Ministry of Education were at a high level. The proposed guidelines for improving the quality of the Office of the Permanent Secretary, Ministry of Education towards the government 4.0 were to promote and support the personnel under the Office of the Permanent Secretary, Ministry of Education to attend training on the use of new technology in order to increase the efficiency of operations that requires technology. The determination of strategy should be based on the environment more authentically, and the budget should be sufficiently allocated for personnel development since some operational officers have never attended any self-development training.
