University Research Management System for Area-Based Development: A Lesson Learned for Quality Enhancement

Abstract

The focus of this study synthesizes the systematic management for research management. The subject of the study was 21 universities which were granted research funds under the theme ‘knowledge innovation for area-based development’ (2nd year). The informants consisted of senior management personnel, such as presidents, vice presidents, deans and directors of research and development institutes, research management units, researchers, and relevant individuals involved in the research management system between July 2018 and April 2020. The results show important indicators of university’s readiness in achieving capabilities as an academic hub for area-based development. They include a favorable organizational structure, a mechanism for university partnership management, corporate culture of mutual knowledge creation among faculty members, researchers, personnel and students, and a research management system. This research management system should aim for advancing knowledge and innovation towards authentic use in academia, policies, commerce, and for public needs. Departments handling university’s research are advised to restructure under an aim to upgrade and provide a learning platform for all parties in society and through the role of devising research agendas that align with the strategies and local needs. The key success factors are namely the quality of the unit executives, working skills of research managers, the application of management tools, the capacity building for researchers and target groups, and the translation of research into practical impact. Policy recommendations for research management system development are as follows. The universities should shift their role as a Think Tank for the provinces and/or their educational service area to address potential issues and local needs in the form of academic service for community. This should be conducted with a research management unit as a mechanism for managing relationship and building network of area-based development and with the quality research that is usable and has a high impact on the development. In conclusion, the university should work in conjunction with a mentoring system, an important mechanism run by experienced research managers in providing advice and steering research direction to enhance research performance that contributes to impact from area-based development under the collaborative design environment.
