Design Process in Participatory Community Planning of Ban Laem Pho Community, Surat Thani Province

Abstract

Ban Laem Pho village, Phum Riang, Chaiya, Surat Thani, a fishing community, has faced a housing security problem due to the expansion of the community beyond the leased area from The Treasury Department. The objectives of this research are to first raise awareness of the community and encourage local participation in issue analysis, and secondly, to facilitate the collaborative process of collecting requirements for community development, notwithstanding the community’s limitations. The participatory principles include the involvement of local people, the support of joint parties, namely, government organizations, local offices, and educational organizations. The collaboration can strengthen the community in the way that they can suggest a community development plan to government organizations, especially, the
ones owning the land for long-term leases. Concurrently, government organizations need to provide support to housing security. In the participation of the design process, there are four steps: creating a database for design, engaging design, presentations, and driving the design from master plan to action. The creation of the master plan was made by community co-design,
under the support of cooperation between government agencies, local, and educational organizations. The cooperation has strengthened the community and enabled an initial proposal of the community plan to responsible governmental agencies, which has successfully generated subsequent objective implementation. The community’s proposal resulted in governmental subsidization of 5,311,000 Baht, equating: 2,820,000 Baht of housing development, 2,350,000 Baht of infrastructure improvement, 141,000 Baht for community administration from the Community Organizations Development Institute (CODI). The results include 50 renovated houses and 13 new houses. In conclusion, the community has developed confidence in the participatory project for effective changes.
